Governor Andrew Cuomo on Start-Up NY

In a visit to campus on July 10, N.Y. Governor Andrew Cuomo discussed the state's new program, START-UP NY (SUNY Tax-Free Areas to Revitalize and Transform Upstate NY).

START-UP NY aims to generate economic growth and make upstate New York competitive nationally by eliminating all taxes. The 10-year program will be available to new startups, companies that relocate to New York state and to New York companies that expand within the state and create new jobs.

A promising program, but I'm not sure that it works. In addition, I'm more interested in the question of renting real estate for a business.
